Kolby Pabst was born and raised in Long Beach and received his degree from Loyola Marymount. Kolby is 2nd generation in the property management business. His parents started the business in 1981 and along with his brothers, he helps run the company.
Kolby gave us insight into the changing rental landscape of both California and Long Beach. Next year California will have statewide rent control, just cause evictions, and tenant relocation assistance. Maximum annual rate increase will be 5 percent plus the rate of inflation or 10 percent, whichever is lower. If a tenant has occupied a property for a year, the rental rate can only go up twice a year. A tenant may not sublease a property exceeding the maximum allowable rate. This will be applicable to all types of residential rental properties prior to 2004. The few exceptions to the statewide law are housing subject to local rent control laws that are lower than the state law. If the duplexes is owner occupied, and affordable house properties.
Long Beach will also comply with the statewide rent control and the city also implemented a tenant relocation assistance ordinance, which went into effect August 1st.
